General information about the project:

 

The international research project ‘Polish-Hungarian Research Platform 2021’ served to conduct in-depth analyses on constitutional change, the rule of law, administrative justice reform and judicial efficiency. The project partner was the Ferenc Mádel Institute of Comparative Law (Hungary).

 

The research project included the publication of at least 4 peer-reviewed scientific monographs, the organization of at least 7 monthly international scientific conferences and the organization of one international scientific conference to summarize the project.

 

The research carried out as part of the project was intended to stimulate an in-depth, yet wide-ranging discussion correlating with the title issues. For this reason, it was important to adequately promote the final products of the project.

 

Furthermore, the analysis of the above-mentioned issues should have led to the development of a number of de lege ferenda postulates for the Polish, Hungarian and also European legislator. The results obtained should have been applicable both in theory and practice

 

 

Project objectives:

  1. The nature of the legislative process adopted to amend the Constitution (in the light of European intergration and constitutional identity): The aim was to understand the mechanisms and factors influencing the constitutional amendment process in a democratic state under the rule of law;
  2. Rule of law: The aim was to define the proper understanding of the concept of the rule of law (rationale, evaluation, implementation, correlation of the rule of law with the EU rule of law, etc;);
  3. Administrative justice reform: The aim was to learn about the new mechanisms, structure and organisation, as well as the functioning of the administrative judiciary in order to conduct administrative proceedings in a reliable manner;
  4. Efficiency of the justice system: The aim was to examine efficiency, i.e. the efficiency, duration and complexity of cases handled in the courts.

 

 

The above objectives were only an inspiration, their detailing depended on the Research Team Leaders.

Project Calendar:

10 May 2021. – Kick-off meeting (online)

 

16 May 2021. – The Research Team Leaders – in collaboration with the other members of the Research Teams – are preparing descriptions of the research concepts and objectives.

 

17 May 2021. – Research Team Leaders send descriptions of research concepts and objectives to the Justice Institute.

 

31 May 2021. – The Heads of the Research Teams – in cooperation with the other members of the Research Teams and the Justice Institute – organise an open scientific conference at which the Research Teams present their current research results.

 

30 June 2021. – The Research Team Leaders – in cooperation with the other members of the Research Teams and the Justice Institute – organise an open scientific conference at which the Research Teams present the current research results.

 

31 July 2021. – The Heads of the Research Teams – in cooperation with the other members of the Research Teams and the Justice Institute – organise an open scientific conference at which the Research Teams present their current research results.

 

31 August 2021. – The Heads of the Research Teams – in cooperation with the other members of the Research Teams and the Justice Institute – organise an open scientific conference at which the Research Teams present their current research results.

 

30 September 2021. – The Heads of the Research Teams – in cooperation with the other members of the Research Teams and the Justice Institute – organise an open scientific conference at which the Research Teams present their current research results.

 

1 October 2021. – All members of the Research Teams shall prepare their chapters of the scientific monograph in English (80,000 characters with spaces and footnotes, without the final version). Each chapter should contain de lege ferenda postulates for Polish, Hungarian and European legislators; application in theory and practice).

 

2 October 2021. – members of the Research Teams send chapters of the scientific monograph for approval by the Research Team Leaders.

 

15 October 2021. – The Research Team Leaders send all chapters of the scientific monograph to the Justice Institute for approval and to start the publishing process (after this date, the Justice Institute contacts individual authors on an individual basis in connection with the publishing process.

 

31 October 2021. – The Heads of the Research Teams – in cooperation with the other members of the Research Teams and the Justice Institute – organise an open scientific conference at which the Research Teams present their current research results.

 

30 November 2021. – Each member of the Research Teams, including the Research Team Leaders, organises – with the assistance of the Justice Institute – one event to promote the Project (e.g. one event to promote the Project (e.g. an interview)

 

30 November 2021. – The Research Team Leaders – in cooperation with the other members of the Research Teams and the Justice Institute – organise an open scientific conference at which the Research Teams present their research results.

 

31 December 2021. – The Heads of the Research Teams – in cooperation with the other members of the Research Teams and with the assistance of the Justice Institute – organise a scientific conference at which the Research Teams present the current research results.

 

31 December 2021. – The Justice Institute is publishing four scientific monographs in English (each for each research team). The scientific editors of the individual monographs are the Research Team Leaders and the Project Management.
