The research project “Contribution to the assumptions to the strategy for the development of digital services for common judiciary in Poland” aims to conduct scientific research followed by  preparation of studies on IT support for processes taking place in Polish judiciary, and to determine the potential and direction of desired changes in this area yes, that the effect is the concept of an optimized organization, effective services and IT systems that fit into the long-term concept of the state development strategy, constituting the foundations for the digital transformation of the Polish common judiciary.

 

Concept

 

The research project “Contribution to the assumptions to the strategy for the development of digital services for common judiciary in Poland” aims to conduct scientific research and prepare on its basis studies on IT support for processes taking place in Polish judiciary, and to determine the potential and direction of desired changes in this area yes that the effect is the concept of an optimized organization, effective services and IT systems that fit in with the long-term concept of the state development strategy, constituting the foundations for the digital transformation of the Polish common judiciary.

 

Need 

 

The digital transformation of the Polish common judiciary is inevitable. This is the only real path to increasing the efficiency of the judiciary. Its implementation should be carefully designed to achieve an improvement in access to justice and the improvement of judicial systems, for the benefit of citizens, legal practitioners and relevant authorities, taking into account judicial independence and the separation of powers. This will be possible through the development and integration of information and communication technologies in order to facilitate access to legal information and the activities of judicial systems. Digital procedures and electronic communication between persons involved in court proceedings must become an important element of the effective functioning of the judiciary in Poland.

 

Implementation 

 

Individual parts (tasks) of the research project will be carried out with the use of external experts employed (mainly) on a B2B basis, reference visits will also be an important element of the research. In this way, analytical documents, feasibility studies, technical studies and legal studies will be carried out.

 

Effects

 

Dematerialisation of court and out-of-court proceedings in order to offer easier and faster access to courts and to facilitate the use of proceedings through the use of secure electronic communication tools. Effective and close monitoring of the field of technologies used in legal services, such as, for example, artificial intelligence, blockchain technology, e-translation or virtual reality, will identify and exploit opportunities that can have a potentially positive impact on e-justice. Artificial intelligence and blockchain technology in particular could have such a positive impact on e-justice, for example by increasing efficiency and trust. Any future development and deployment of such technologies must take account of the relevant risks and challenges, especially with regard to data protection and ethics. On December 31, 2019, a research project was completed on the assumptions for the strategy for the development of digital services for common courts in Poland.
